In Touch with Dynamics GP takes a look at an option for quick VBA modification edits when the user only has a site customization license. With a site customization license users can only run custom VBA code, not modify it. Another technique I've seen in the past is to apply the code to the Sample company and make changes there, then export it back to the production company. This won't always work because of differences in data and setup.
In both of these case, the assumption is that a Microsoft Partner needs to make an adjustment and is shortcutting the typical export, fix, import process due to the simplicity of the fix. We wouldn't want to be violating any license agreements.
