When saving SmartList favorites, use a character like a tilde (~) or an
asterisk (*) in front of the name to move that favorite toward the top.
Prefixing the name with a “z” will move it to the bottom.

I agree... off the top of your head, do you know if there is a way to make that the only option users see? (favorite to their user name only?)
I'm not aware of a way to force that but I've added it to MS Connect as a suggestion and I'm going to highlight it next week.
