GP Hotfix Hell

GP has a new hotfix for v. 9.0 that was released on 11/17/06. I'm building a new install for testing and I found this after I had added Service Pack 1. Well, guess what, SP1 is INCLUDED in this hotfix, meaning you get to install it again.
SP 1 was not a trivial install. It takes a while. I don't understand why the hotfix includes SP1. GP's definition of a hot fix is:
"Hotfixes release once a month and include only a few fixes for a limited number of modules."
Including all of SP1 doesn't seem to fit that definition, especially since we're due for SP2 based on GP's 6 month release target. They would have been better to require SP1 for installation of the hotfix if there are critical decencies.
